WILLISTON, N.D. (KUMV) – A third-party investigator says Williston Police Chief David Peterson did no wrongdoing following a more than five-month investigation into the Williston Police Department. The investigative report states former City Commissioner Tate Cymbaluk is to blame for some issues inside the police department.

According to a release from the city of Williston, the city and Peterson agreed to mutually part ways effective Saturday. Capt. Steve Gutknecht will remain in his role as interim police chief until a permanent replacement is named.

An investigation into Peterson started after a survey by police staff showed dissatisfaction with leadership, among other concerns. In the report, investigators say Cymbaluk was the only person who had an issue with the survey, demanding a review of the information. That move, along with other actions Cymbaluk made, led to Peterson being placed on leave, according to the report.

Investigators say, based on the evidence, Cymbaluk may be responsible for the unsettled nature of the department. In the report, they say he has been on a “crusade” against the department after his daughter and her boyfriend were rejected after applying for jobs a few years ago.

“It appears probable that without Cymbaluk stirring the pot at the WPD, the morale at the WPD would improve,” the report states.

Cymbaluk resigned on May 13, citing a threat made to him and his family.

Your News Leader reached out to Cymbaluk, who called the report “so untrue” and “unprofessionally written” and said he was “misrepresented” in it.
