WILLISTON, N.D. - A driving complaint led to a Williston man’s arrest for stealing a car and the arrest of a woman for interfering with law enforcement.

Williston police say they received a driving complaint about a gray SUV at around 12:30 a.m. Sunday. Officers in the area saw the SUV speeding and attempted to pull it over.

The driver, 29-year-old Christopher Burgess, pulled into an apartment complex and refused to get out of the vehicle.

Officers say a woman approached the scene and would not stay back so the officer attempted to handcuff 36-year-old Kioundra Nicole Riles. Riles resisted, kicking at the officer.

Burgess also faced the officer, shouting profanities and refused to get down on the ground.

Riles was handcuffed and transported to jail, continuing to resist.

Burgess also resisted arrest, and several officers had to get him into the patrol car, where he hit the windows with his head.

Burgess has been charged with possession of a stolen car out of Florida, and resisting arrest. Riles has been charged with obstruction and resisting arrest.
