Meaning behind scarfs tied around trees

BISMARCK, N.D. - If you're driving around Bismarck and you see scarves tied to a tree, there's a reason for it.

The are meant to give those that are homeless a chance to stay a little warmer this winter.

Scarves are tied around trees off of Washington Street near the Municipal Ballpark. They have notes on them that say, "if you're stuck out in the cold, take a scarf to stay warm."

Officials with the city of Bismarck say it is legal for people to participate in the display.
