BISMARCK, ND- The house is voting on a bill that would penalize female genital mutilation with a class C felony and child abuse.
If senate bill 2222 passes, a custom, ritual or religious practice can not be used as a defense of this practice.
The Senate has already passed the vote.
House bill 1457 is heading back to the Senate today.
The bill would make the Department of Commerce create the contest in time for the state's 2020 travel guide.
The winning design would get a $9,500 prize, which is what a Minnesota company was paid to make the current logo.
