Former NDDOT employee charged with embezzling more than $28,000 pleads guilty

BISMARCK, N.D. - A former 18-year North Dakota Department of Transportation employee pleaded guilty to embezzling more than $28,000 from the department.

Sixty-two-year-old Dorma Steier is charged with theft, forgery and deceptive writings for stealing customers funds between June of 2016 and December 2017.

The affidavit says between the time span of that year, Steier had more than 42,000 transaction, and 459 of those were voided transactions.

Documents say Steier is accused of changing the purchase price of the titling of cars and lowering the amount, to keep the difference after the customers would leave.

“In at least one occasion it is suspected Steier created and forged a title to cover her theft,” said the affidavit.

NDDOT representatives say they have implemented additional internal controls like enhancing physical security over financial resources and strengthening controls to voided transactions to prevent this from happening again.

A restitution hearing is scheduled for Feb. 7.
