A patch of concrete on 4 Ave in Cannonball is where the 13-year-old victim was found beaten and unresponsive on June 3. Neighbors tell us they didn't have many answers on who the suspect was until he was arrested on the 10.
Cuffed in connection with the scene many are describing as gruesome.
"A girl was laying there and she had gotten beat up," said Allen Siegfried, neighbor.
Allen Siegfried lives across from where the child was found.
"It could be your kid, it could be your family members kid... so it's just kind of, I'm kind of at a loss for words," said Siegfried.
Nineteen-year-old Keenan Eagle is being held at the Ft. Yates Law Enforcement Center for statutory rape, sexual assault, rape and hindering law enforcement.
Siegfried said, "One of the biggest questions would be, why?"
A 13-year-old friend of the victim tells us she's scared something like this will happen again.
The Standing Rock Sioux Tribe Chairman says it's a devastating case.
Neighbors say the child is out of the hospital and recovering
All that's left now where first responders found the victim is trash and rubble. Neighbors say this pushes the conversation of safety, long after the case closes.
