MANDAN, N.D. - Mandan City Commissioners have has passed the second reading of an ordinance giving them the power to ban pets from some city property.

The ordinance also includes a $20 fine.

City leaders say too many pet owners are not cleaning up after their animals, and it's causing a problem.

"Generally 90% of the people that have an animal are very good. As most rules go, you have to address the 10% who are not, and the 10% give us the most problems," said Jim Neubauer, city administrator.

The first resolution banned pets from Dykshoorn Park and Heritage Plaza.
