Senate Divided Over Keystone Pipeline Bill

Certain members of Congress are looking to make the decision to support the Keystone XL pipeline, and with a possible vote, this week could be the make or break moment for the project.

Political parties are in negotiations over North Dakota Senator John Hoeven's bill that supports the pipeline and would bypass the White House and approve the project.

 Earlier this month, Senator Heitkamp penned her support for the project in a letter with 10 other democrats, saying that it is time pass the project before another construction season begins. Hoeven continues to seek supporters for his bill, and currently has 57 votes in favor, and "a few maybe votes".

Republicans want to attach the Keystone measure as an amendment to an energy efficiency bill, but Senate majority leader Harry Reid says he wants a separate vote on the pipeline project approval. President Obama is likely to veto any bill that would approve the project, which would cost more time.

"The other option is that we would try to attach it to another bill that he doesn't want to veto. So, that's the other possibility. If we can't accomplish one of those, then I believe that we would not be able to pass the legislation now, but feel very strongly that we'll be able to after November," says Hoeven.

The proposed pipeline would carry oil from western Canada to Nebraska, where would reach Gulf Coast refineries.

    There is a half mile evacuation in Williston.
