Energy Leaders Discuss Carbon Rules

Two dozen states from across the country gathered in Bismarck for a two day energy summit focusing on new EPA regulations of carbon dioxide emissions.

A proposed rule will be released in June, and would cap emissions at coal burning power plants and set emissions on all new coal plants. The North Dakota Department of Health invited various states to share their issues with the proposed rules.

"The big thing in common is that they are very concerned about how this new rule will impact reliability of electrical sources, how do we go forward and not adversely impact the economy provide some benefits to the environment but find some common sense way to move forward with these regulations, and that's the challenge," says David Glatt of the health department. 

The various leaders discussed the possibility of monitoring emissions on a regional or state by state basis.

"A one-size-fits-all approach to emissions reduction is not the answer," says Governor Jack Dalrymple. "Imposing unattainable standards would only serve to undermine the nation's security and could lead to higher utility rates for customers and lost jobs.

The final guidelines are set to be released in June 2015. State's will have a year to release their plans on how to adapt the rules.
