Landowners Reject Collection Lines

Pipeline are a key to solving North Dakota's natural gas flaring problem, yet companies must overcome what is called "easement fatigue" in which landowners object to allowing collection lines on their property.

When there are problems with a pipeline, landowners can have difficulty contacting the right party to deal with the issue. The anti flaring task force is proposing a pipeline hotline that would allow a surface owner to contact the state, who regulates the pipelines, and resolves the problem.

"A lot of times a landowner gets very frustrated because maybe the person who they took the easement from is not the person who put the pipeline in place. Ultimately, you have to get to the proper owner. And then the situation gets resolved pretty quickly. And we do a lot of that at this office to try and help the land owner find their way to the right person at the right company," says Petroleum Council President Ron Ness.

Ness says he thinks the hotline would function well as a website by allowing landowners to fill out a form and upload photos.  He also says by improving communications could ease the fears of landowners for placing pipelines on their land.
