The state patrol said the gunman was in custody shortly after 7 p.m. local time Saturday, more than 24 hours after 5 people were fatally shot.
"It does not make sense to us how this incident resulted in the loss of life," the brother of Keith Lamont Scott said after new videos were released.
The family of Keith Scott says while it is pleased over the partial release of police body cam and dash camera video of Scott's death, the videos leave more questions than answers for them.
The Civic Center and UN Plaza were cleared after a man with a handgun was spotted, but no shots were fired.
The reversal comes a day after NBC News obtained cellphone video taken by Scott's wife showing his fatal encounter with police Tuesday.
