BISMARCK, N.D. - Bismarck Police say a 30-year-old Bismarck woman was arrested for child neglect after an officer found four children in unlivable conditions.

Authorities say they met with Kelsey Johnson outside the residence on South University Drive.

While speaking with Johnson, police say they could smell decaying garbage from the home.

They say the floors were covered with clothing, food, dirty diapers and animal feces. The bedroom had two heavily stained beds with no blankets, and hundreds of flies were inside.

Police say the shower was used as storage for dirty laundry, and the fridge had rotten food.

They say a health inspector ruled the home as unlivable. The children, all under the age of 10, are now with relatives.
