Bismarck man arrested for child abuse

A welfare check Saturday night led Bismarck police to a home with unlivable conditions and three young children inside.

Bismarck Police were called to the 1100 block of Summit Boulevard.

Officers say there was an overwhelming smell of cat urine in the home, as well as cat feces, pills, and pill bottles on the floor.

Authorities say 30-year-old Jastyn Rough Surface of Bismarck was arrested for child abuse and a Burleigh County warrant.

He's now in custody and the children are with social services.
