UPDATE: Blue Alert suspect arrested in South Dakota

BISMARCK, N.D. - UPDATE (1/19/2018 @1:18 p.m.): Brookings Police Department say they didn’t serve warrants for Ulises Villalobos arrest. He was taken by Brookings ambulance to the hospital according to the Bismarck Police Department. Brookings Police officer Derrick Powers says Villalobos was airlifted to Sioux Falls.

Officer Sam Clemons from the Sioux Falls Police Department says Ulises Villalobos was booked after 2 in the morning at Minnehaha County jail.

Minnehaha County Sheriff’s Department Captain Jason Gearman says deputies were called to a hospital and arrested Villalobos.

He has a felony charge for fugitive from justice, according to jail records.

Villalobos will make a court appearance at 1:30 p.m. at Minnehaha Courthouse.


UPDATE (1/19/2018 @ 10:15 a.m.): New details this morning on the arrest of Ulises Villalobos.

According to a Brookings Police department report Villalobos turned himself in at a gas station in Brookings, S.D.

The report says a Brookings Sheriff’s deputy was called to a gas station on Lefevre Drive in Brookings. When the deputy arrived he said he saw a Hispanic male behind the counter bleeding.

Villalobos had a gunshot wound to his left arm above elbow, an officer from Brookings Police Department handmade a tourniquet, while a gas station employee applied pressure with towels. Brookings ambulance took him to a local hospital.

Bismarck Police says the 2002 Subaru Legacy Outback and the large, tall Hispanic male that Villalobos was supposed to be with has not been located.

There is also no word yet on if Villalobos is in jail or in the hospital.


UPDATE (1/19/2018 @ 9:29 a.m.): According to the Brooking PD arrest report.

Villalobos turned himself in at a gas station in SD. He had a gunshot wound to his left arm above elbow. An Officer made a handmade tourniquet while a gas station employee applied pressure with towels. Brookings ambulance took him to a local hospital.

No word yet on if he is in jail or in the hospital.


UPDATE (9:50 P.M.): Bismarck Police confirm in a press release that Villalobos, the suspect in Thursday’s Blue Alert incident, was found and arrested in Brookings, SD without incident.

The Blue Alert has been canceled.


UPDATE (6:50 P.M.): According to the Bismarck Police Department, the suspect vehicle was possibly sighted going northbound on I-29 taking the Argusville exit. They say it is likely that Villalobos was struck by a bullet and will need medical assistance.


UPDATE (5:59 P.M.): The North Dakota Emergency Notification System has released new vehicle information on 22-year-old Ulises Villalobos. He was last seen in a white 2002 Subaru Legacy/Outback with N.D. license plate #476BJY.

Law enforcement say the suspect was last seen in this vehicle heading east-bound from Bismarck and may be with a tall Hispanic man.


UPDATE (2:55 P.M.): The shelter in place order for several Bismarck Public Schools has been lifted. Schools will dismiss at their regular time.


UPDATE (2:25 P.M.): Simle Middle School and Miller and Murphy Elementary School are under shelter in place as a precaution in regards search for a man who attempted to run over police offer.


UPDATE (1:53pm): A BLUE ALERT has been issued in connection to the incident. The suspect's vehicle has been found, according to the alert details.

The Bismarck Police Department says the blue alert system was used for the first time this afternoon.

Chief of police Dan Donlin says a Blue Alert, is similar to an Amber Alert, but relating to law enforcement.

“When there has been an attack on law enforcement and the suspect is in the loose,” said Donlin.

Police say they don’t know if the suspect in the Montreal and 4th st., incident Thursday morning is still in the area.

The car has been located but they won’t release where because they say it could hinder the investigation.


UPDATE: The Bismarck Police Department says the shelter in place has been lifted for Century High School, Horizon Middle School, Centennial, Liberty and Northridge Elementary School.


ORIGINAL STORY: Bismarck Police are on the lookout for someone who tried to run over an officer Thursday morning.

It happened in the area of the 3200 block of Montreal Street

The suspect is 22-year-old Ulises Villalobos, who is 5'9", 170 lbs., with brown hair and brown eyes. He is described as wearing a black T-shirt and blue jeans.

Officers are looking for a 2013 Chevy Equinox with North Dakota license plate #166ANF. The vehicle will have a shattered side window and damage to rear of vehicle.

Bismarck police were executing a search warrant when the incident occurred.

If you see this vehicle, contact law enforcement immediately. Do not attempt to engage.

Century High School, Horizon Middle School, Centennial, Liberty Elementary and Northridge Elementary are all under a shelter in place due to the incident.
