The individual whose name appears on this notification has been convicted of a crime against a child or an attempted crime against a child, or has pleaded guilty to a sexual offense. In accordance with North Dakota State Law this individual must register as a sexual offender or an offender against children.

The offender is not wanted by the police at this time and has served the sentence imposed by the court. This notification is not intended to increase fear in the community.

Information narrative: Mr. Waters was convicted of Lewd or Lascivious Molestation on 6/24/1993 in the 4th Circuit Court of Florida. His victim was an eleven year old female. Mr. Waters was also convicted of Indecent Assault on 03/09/2005 in Erie County, Pennsylvania. His victim was a sixteen year old female. As a result of those convictions, Mr. Waters is required to register as an offender. Mr. Waters has not been assigned a North Dakota Risk Level at this time.
