Attorney General Wayne Stenehjem says the Tioga airport authority violated North Dakota`s open meetings law.
The authority held a closed meeting last August to review a letter from an outside attorney. The board gave no legal reasons for closing the meeting, and Stenehjem says the secrecy was not allowed.
North Dakota`s open meetings law allows public boards to hold closed meetings to speak to their attorneys about possible lawsuits and legal strategy. In the Tioga case, the airport authority`s lawyer didn`t attend the meeting. Stenehjem says a meeting cannot be closed just to read a letter from a lawyer.
The Tioga Airport Authority`s former chairman has pleaded guilty to stealing almost $250,000 from the board. Eugene Knutson is scheduled to be sentenced in federal court in February. |
